Bike Lane Enforcement Gets AI-pproved
Santa Monica has launched the Automated Bike Lane Enforcement program—making it the first city in California to use mobile, AI-powered camera technology to keep bike lanes clear. The program officially began issuing $93 citations.
How Enforcement is Managed

Mobile AI Cameras: Roof-mounted, forward-facing camera systems (powered by Hayden AI) are installed on city Parking Enforcement and Traffic Services vehicles.

Automated Scanning: As enforcement vehicles go about their normal routes, the system automatically scans for and detects vehicles blocking bike lanes in real time.

Human Oversight: The AI does not issue citations automatically. Every flagged incident creates an evidence package that is manually reviewed and verified by a human parking enforcement officer before any ticket is issued.
What Constitutes a Violation

Blocking Designated Bike Lanes: Stopping, standing, idling, or parking any motor vehicle inside marked bike lanes.

Why It’s Cited: Obstructing bike lanes forces cyclists, e-bike riders, and scooter users into active motor traffic, creating severe safety risks and potential collisions.
The Enforcement Process

Detection & Capture: When a vehicle is detected blocking a bike lane, the system logs the exact location, time, license plate number, and context video/photos.

Review & Approval: A City Parking Enforcement officer reviews the digital evidence package to confirm a clear violation occurred.

Citation Issuance: Once approved, a $93 fine is mailed directly to the registered owner of the vehicle. (Payment plans are available for eligible low-income residents).
